11. Tóm tắt các kết quả của luận văn:
Một là, luận văn đã làm rõ các vấn đề lý luận chung về hệ thống bầu cử: khái niệm; bản chất; vị trí, vai trò và các tiêu chí đánh giá một hệ thống bầu cử.
Hai là, luận văn phân tích về các hệ thống bầu cử phổ biến trên thế giới bao gồm: hệ thống bầu cử theo đa số (plurality/majority systems); hệ thống bầu cử tỷ lệ (proportional systems); hệ thống bầu cử hỗn hợp (mixed systems) và một số hệ thống bầu cử khác. Trên cơ sở đó, chỉ ra những ưu điểm và hạn chế của các hệ thống bầu cử. Luận văn cũng đi sâu nghiên cứu hệ thống bầu cử tiêu biểu ở ba quốc gia là Ấn Độ; Cộng hoà Ailen và New Zealand. Mặt khác, nêu lên xu hướng phát triển của hệ thống bầu cử theo từng giai đoạn để đưa ra cái nhìn toàn cảnh về những biến đổi trong việc áp dụng hệ thống bầu cử ở các quốc gia và khu vực trên thế giới.
Ba là, luận văn phân tích các giai đoạn phát triển của hệ thống bầu cử ở nước ta từ năm 1945 đến nay cũng như chỉ ra những thành tựu và một số hạn chế, bất cập của hệ thống bầu cử ở Việt Nam. Luận văn cũng nêu lên những điểm mới về hệ thống bầu cử trong Hiến pháp nước Cộng hòa xã hội chủ nghĩa Việt Nam năm 2013 và Luật bầu cử đại biểu Quốc hội và đại biểu Hội đồng nhân dân năm 2015. Trên cơ sở những phân tích nêu trên, luận văn đưa ra những quan điểm, giải pháp nhằm hoàn thiện hơn nữa hệ thống bầu cử ở nước ta trong giai đoạn hiện nay.
12. Khả năng ứng dụng trong thực tiễn: Luận văn khái quát, giới thiệu thực trạng hệ thống bầu cử ở Việt Nam và đưa ra những quan điểm, giải pháp nhằm hoàn thiện hơn nữa hệ thống bầu cử ở nước ta trong giai đoạn hiện nay. Luận văn có thể là tài liệu tham khảo cho các cơ quan nhà nước trong việc xây dựng hệ thống pháp luật về bầu cử. Đồng thời, bổ sung một học liệu cho việc nghiên cứu, học tập của các sinh viên, học viên ngành luật ở Khoa Luật Đại học Quốc gia Hà Nội và các cơ sở đào tạo khác của Việt Nam.

11. Summary of the findings of the thesis:
Firstly, thesis analyzes the theoretical issues of the electoral system: definition; substance; positions, roles and evaluation criteria electoral system.
Secondly, the thesis analyzes some common electoral systems in the world, including: plurality/majority systems, proportional systems, mixed systems and some other systems. On this basis, points out the advantages and disadvantages of each electoral system. The thesis also studied in the typical electoral system in the three countries is India; Republic of Ireland and New Zealand. On the other hand, thesis points out the development trend of the electoral system in each period to give an overview of the changes in the electoral system applied in the countries and regions in the world.
Thirdly, the thesis analyzes the development of the electoral system in our country over the period from 1945 until now, points out the achievements and the disadvantages of the electoral system in Vietnam. Besides, the thesis points to new things on the electoral system in the Constitution of the Socialist Republic of Vietnam (2013) and the Law on Election of the National Assembly and the People’s Councils (2015). Based on the results of the analysis, the thesis proposes the directions and solutions to improve the electoral system in our country at the present.
12. Pratical applicability: Thesis summaries and introduces the status of the electoral system in Vietnam, analyze and propose solutions measures to improve the electoral system in our country at the present. This thesis can be used as references for state agencies to establish the system of election law. It adds a learning resource for researching and studying of law students in Viet Nam National University, Ha Noi – School of Law and other training facility.
