11. Tóm tắt các kết quả của luận văn:
Luận văn nêu được khái niệm giám sát cũng như khái quát được những nét cơ bản về đối tượng, nội dung, phạm vi, hình thức giám sát của Đại biểu Quốc hội và Đoàn đại biểu Quốc hội tỉnh; các yếu tố bảo đảm cho hiệu quả giám sát, các tiêu chí đánh giá hiệu quả giám sát của Đại biểu Quốc hội và Đoàn đại biểu Quốc hội tỉnh, thành phố.
Đánh giá toàn diện thực trạng hoạt động giám sát và hiệu quả hoạt động giám sát của Đại biểu Quốc hội và Đoàn đại biểu Quốc hội tỉnh Thanh Hóa từ khóa XII đến nay (từ năm 2007 – đến nay) trên cơ sở đó đề xuất những giải pháp nhằm nâng cao hiệu quả giám sát của Đại biểu Quốc hội và Đoàn đại biểu Quốc hội tỉnh, thành phố trong giai đoạn hiện nay và những năm tiếp theo.
Luận văn này ngoài nội dung nghiên cứu tổng quan về hoạt động giám sát của Đại biểu quốc hội và Đoàn đại biểu Quốc hội như là những nền tảng lý luận, nghiên cứu còn dành thời gian đáng kể để nghiên cứu thực tiễn hoạt động giám sát của Đại biểu Quốc hội và Đoàn đại biểu Quốc hội tỉnh Thanh Hóa. Từ thực tiễn tại tỉnh Thanh Hóa, chúng tôi thấy rằng: Nhìn một cách tổng quan, hoạt động giám sát của Đại biểu và Đoàn đại biểu Quốc hội tỉnh đã có nhiều thay đổi trong những năm gần đây, hình thức và nội dung giám sát ngày một cải thiện theo chiều hướng tích cực và đã thu được những kết quả bước đầu.

Xem xét giữa lý luận và thực tiễn để đề xuất việc sửa đổi, bổ sung hoàn thiện các quy định của pháp luật như: Luật tổ chức Quốc hội, Quy chế hoạt động của đại biểu Quốc hội và Đoàn đại biểu Quốc hội, đặc biệt là kiến nghị sửa đổi Luật hoạt động giám sát của Quốc hội.

11. Summary of the findings of the thesis:
The thesis outlined the concept of “monitoring” as well as generalized basic characteristics on objects, content, scope and form of monitoring of the National Assembly’s delegates and Provincial National Assembly Delegation; elements ensuring the monitoring effectiveness, evaluation criteria of monitoring effectiveness of the National Assembly’s delegates and Provincial and City National Assembly Delegation.
Comprehensively assess the current status of monitoring activities and monitoring effectiveness of the National Assembly’s delegates and National Assembly Delegation of Thanh Hoa Province since course XII until now (2007 – now); on that basis, propose the solutions to improve the monitoring effectiveness of the National Assembly’s delegates and Provincial and City National Assembly Delegation in the current period and the next years.
In addition to the overview of research content on monitoring activities of the National Assembly’s delegates and National Assembly Delegation as the theoretical foundations, this thesis also spends considerable time on researching the practice of monitoring activities of the National Assembly’s delegates and National Assembly Delegation of ThanhHoa Province. From the current status in ThanhHoa Province, we realized that: On the whole, monitoring activities of the National Assembly’s delegates and Provincial National Assembly Delegation have much clearly changed in recent years; the form and content of monitoring have been increasingly improved in the positive direction and achieved initial results.
12. Practical applicability:
Consider between the theory and practice to propose the amendment and supplementation to complete the provisions of Law such as: the Organizational Law of the National Assembly, Operation Regulations of the National Assembly’s delegates and National Assembly Delegation, especially the proposal for amendment of Law on monitoring activities of the National Assembly.
